(1) Candidates whose applications will be accepted provided that they are in their final year of high school or have graduated;
a) Foreigners,
b) Those who were Turkish citizens by birth but received a “Permission to Resign from Turkish Citizenship” from the Ministry of Interior and those who can prove that their underage children registered on the document of renunciation of Turkish citizenship have a “Document on the Use of Granted Rights” obtained under the “Turkish Citizenship Law”,
c) Those who were foreign nationals but later acquired Turkish citizenship or among those who have dual citizenship in this situation;
1) Those who attended secondary education abroad before 01/02/2013, national students who completed the last three years of their secondary education (high school) in a foreign country except TRNC [including those who completed their entire secondary education (high school) in Turkish schools opened by the Ministry of National Education in a foreign country other than TRNC]
2) Candidates who started their secondary education abroad after 01/02/2013, those who completed their entire secondary education (high school) in a foreign country except TRNC [including those who completed their entire secondary education (high school) in Turkish schools opened by the Ministry of National Education in a foreign country other than TRNC]
ç) T.R. citizens who completed their entire secondary education in a foreign country except TRNC (including those who completed their entire secondary education in Turkish schools in a foreign country except TRNC),
d) TRNC citizens who reside in TRNC and completed their secondary education in TRNC and have GCE-AL exam results, and those who have or will have GCE-AL exam results after studying in colleges and high schools in other countries between 2005-2010 can apply to be accepted as students from abroad.
(2) Candidates whose applications will not be accepted;
a) T.R. citizens who completed their secondary education (high school) in Turkey or the TRNC,
b) TRNC citizens (excluding those who completed their secondary education (high school) in the TRNC high schools and have GCE-AL exam results and those who registered and received education in colleges and high schools in other countries between 2005-2010 and have or will have GCE-AL exam results),
c) Those whose first nationality by birth is Turkish Republic as defined in subparagraph (b) of the first paragraph of Article 5. (excluding those who meet the conditions in subparagraph (d) of the first paragraph of Article 5),
ç) Dual citizens, one of whose nationality is TRNC (excluding those who have completed their entire secondary education (high school) in TRNC high schools and have GCE-AL exam results and those who have or will have GCE-AL exam results by enrolling and receiving education in colleges and high schools in other countries between 2005-2010),
d) Turkish citizens who are studying in schools affiliated with embassies in Turkey and in foreign high schools in Turkey or dual citizens whose first nationality is Turkish by birth as defined in subparagraph (b) of the first paragraph,
e) TRNC citizens who will enroll in secondary education institutions in Turkey as of the 2022-2023 academic year and Turkish citizens who have renounced their citizenship/Blue Card holders and foreign nationals (excluding embassy schools and international private educational institutions included in the MOBIS system and foreign nationals brought to our country within the framework of the project carried out by the Ministry of National Education),
(3) In the event of any change by YÖK in the application conditions specified in the first and second paragraphs of Article 5, the decisions taken by YÖK shall be valid.
